The New Public Records Law

KP Law has held over two dozen information sessions about the New Public Records Law.  We want to express our sincere appreciation to the cities and towns of Sturbridge, Georgetown, Plymouth, Lenox, Dedham, Leominster, North Andover, and Watertown, as well as the Hampshire and Franklin Regional Councils of Governments and Barnstable County for hosting.   We also thank the many elected and appointed public officials and staff that attended the sessions, and were pleased to answer your many questions in an effort to decode what this new law will mean to municipalities and other public entities.

We have linked below the program handouts provided at each New Public Records Law information session prepared by our Government Access and Information Group.  The handouts include the power point presentation outlining the critical aspects of the new law, a short eUpdate summarizing the law, a chart outlining the new timeline and required content for responses, as well as the criteria for petitioning the Supervisor of Public Records for more time to respond or to assess a higher fee.

The New Public Records Law Technical Requirements
and Practical Implications

We are preparing a sample response letter and sample guidelines that Records Access Officers are required to prepare under the New Public Records Law.  Please check back regularly, as we will be posting a webinar about the new law as well as additional information.

Please contact Managing Attorney Lauren F. Goldberg at with questions concerning the New Public Records Law or Ethan Katz at for assistance with the handouts. They can also be reached at 617-556-0007.

Donald G. Paige
in memoriam

This September, KP Law celebrated the life of firm co-founder Donald G. Paige with a special memorial ceremony. To honor Donald’s commitment to the firm and to the incredible legacy he has left here, the firm renamed its main conference room the “Donald G. Paige Conference Room”. At the ceremony, we unveiled a portrait of Donald with a memorial plaque that will hang just outside the conference room.Present at the ceremony were Donald’s wife Laura and his three children, Sara, Georgia, and Sam, along with many others who spoke of Donald’s generosity, humor, love for peanut M and M’s, and hard work. Among those who paid tribute to Donald was the President of KP Law, Lauren Goldberg, and long-time Management Committee member Attorney John Giorgio, both of whom recognized Donald’s wry sense of humor, gentle ways, and appreciation of family, co-worker and friends. Attorney Elizabeth Lane, unable to be present, marked the special day with a statement read on her behalf reminiscing about Donald’s exceptional legal and managerial skills, their long friendship, and his beloved corgis.Donald is missed by all who knew him, especially us.

Congratulations to our 2016 Super Lawyers & Rising Star

KP Law is pleased to report that Attorneys Jonathan M. Silverstein and Deborah I. Ecker were named as Super Lawyers for 2016. The designation is bestowed after a rigorous selection process, including independent research, peer nomination and peer evaluations. The final published list represents no more than 5 percent of the of the lawyers in the state of Massachusetts. This is the second time Attorney Silverstein, a Shareholder at the firm and a member of the Manager Committee, has been so recognized. He was also previously selected as a Rising Star. Attorney Ecker joined the firm as Counsel in 2014, and has greatly contributed to our insurance defense and litigation practice areas.

KP Law congratulates Attorney Janelle M. Austin, a Senior Associate at the firm, on again being named a Rising Star for 2016. The Rising Star selection process mirrors the Super Lawyer selection process, and is for lawyers who are under a particular age or in practice for 10 years or less.

As the General Court winds down its formal session, many important bills remain under consideration.  We continue to monitor progress on such bills, including the so-called Municipal Modernization bill, the zoning reform bill, and others, and will provide further information as it becomes available.

Last week the Governor signed into law “An Act Relative to Gender Anti-Discrimination”.  Our eUpdate on the topic, sent yesterday to our valued clients, can be found here.

*Visit our website next week for the dates and locations for KP Law’s regional information sessions concerning the new Public Records Law and its implications for public entities in the Commonwealth.
